Terms & Scope of Service

1. What Refile is

Refile is a document-preparation service for administrative permit corrections. We help residential reroof contractors prepare responses to building-permit correction notices, including organizing project data, identifying forms explicitly named in the notice, drafting correspondence to building departments for your review and use, and assembling an administrative response kit.

2. What Refile is NOT

Refile is NOT a law firm and does not provide legal advice. Refile is NOT an architecture or engineering firm and does not provide architectural, engineering, structural, or design services or advice. Refile is NOT a licensed contractor and does not perform, contract for, or supervise construction work. Refile is NOT a permit expediter; we do not file documents with building departments on your behalf.

The information and work product provided by Refile is not a substitute for the advice of an attorney, architect, engineer, or licensed contractor. Refile cannot provide any kind of advice, explanation, opinion, or recommendation about legal rights, structural design, code interpretation, remedies, defenses, options, legal-form selection, or legal strategies.

3. Customer responsibilities

You are solely responsible for: (a) the accuracy of all information you provide; (b) reviewing all Refile work product before submission; (c) obtaining any required professional review (engineer, architect, attorney) before submission; (d) the final content, accuracy, and submission of any document to a building department or government agency; and (e) compliance with all applicable laws, codes, and licensing requirements.

4. Scope check & pilot pricing

Every engagement begins with a free scope check. If we determine that the notice appears to request design changes, structural analysis, code interpretation, or any other service outside our administrative scope, we will decline the engagement and charge nothing. If the notice fits our administrative scope, the current pilot price is $149. Payment is for preparation of the response kit, not for permit approval or any particular building-department outcome.

5. Delivery and refunds

Work begins after payment and the delivery target stated in our email is accepted. If, before delivery, Refile determines that the notice is outside its administrative scope, Refile will issue a full refund. If Refile cannot meet the confirmed delivery target, you may accept a revised target or request a full refund before the response kit is delivered. After a response kit is delivered, the preparation fee is non-refundable except where required by law or where Refile agrees otherwise in writing. A building department's rejection, request for additional information, or other decision does not by itself create a refund right because approval is not the service being sold. Refund requests can be made through the email thread for the engagement.

6. No outcome guarantee

Building department decisions are at the sole discretion of the jurisdiction. Refile does not guarantee permit approval, expedited review, or any specific outcome. Refile makes no warranty, express or implied, regarding the speed, success, or quality of any building-department response.

7. Limitation of liability

To the maximum extent permitted by law, Refile's total liability for any claim arising from or related to a service engagement is limited to the amount paid by you for that engagement. Refile is not liable for any indirect, incidental, consequential, special, or punitive damages.

8. Privacy

We use your information only to deliver the service you've engaged us for. We do not sell or share your data with third parties for marketing. Some building-permit data is published independently by municipalities; availability and exemptions vary by record.
